{"id":1757,"date":"2023-10-12T21:41:00","date_gmt":"2023-10-12T21:41:00","guid":{"rendered":"https:\/\/inlitas.org\/?p=1757"},"modified":"2024-02-13T14:46:06","modified_gmt":"2024-02-13T14:46:06","slug":"information-literacy-as-a-key-challenge-to-improve-social-protection-in-france-through-new-uses-of-collaborative-information","status":"publish","type":"post","link":"https:\/\/inlitas.org\/fr\/information-literacy-as-a-key-challenge-to-improve-social-protection-in-france-through-new-uses-of-collaborative-information\/","title":{"rendered":"La ma\u00eetrise de l'information : un d\u00e9fi majeur pour am\u00e9liorer la protection sociale en France gr\u00e2ce \u00e0 de nouvelles utilisations de l'information collaborative"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><strong>Objectifs<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dans une perspective de ma\u00eetrise de l'information pour am\u00e9liorer les services existants ou en cr\u00e9er de nouveaux, nous proposons d'\u00e9tudier le d\u00e9veloppement des comp\u00e9tences informationnelles individuelles et collectives, tant pour les salari\u00e9s que pour les usagers, afin de contribuer \u00e0 transformer les organismes de protection sociale en France en organisations apprenantes dans une nouvelle dynamique d'intelligence collective et d'intelligence organisationnelle. Pour nous, ces organisations correspondent \u00e0 de nouveaux territoires num\u00e9riques, abord\u00e9s comme de nouveaux espaces informationnels de coop\u00e9ration et d'innovation pour de nouveaux services co-construits avec les usagers. La communication est aussi un levier pour comprendre le changement dans les organisations qui se construisent \u00e0 travers des projets et des r\u00e9cits en essayant de discerner la face invisible et cach\u00e9e du travail. Nous insisterons sur le d\u00e9veloppement de nouvelles comp\u00e9tences en mati\u00e8re d'information et de communication, tant pour les employ\u00e9s que pour les utilisateurs, avec le r\u00f4le des dispositifs socio-techniques dans un contexte global de transformation num\u00e9rique et d'Internet des objets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>M\u00e9thodologie<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nous qualifions notre positionnement global d'ICCOE : Information &amp; Communication et Confiance pour l'Organisation des Ecosyst\u00e8mes. Nous insistons \u00e9galement sur les aspects de r\u00e9silience et de d\u00e9pendance des territoires. Dans le champ interdisciplinaire des sciences de l'information et de la communication, nous nous positionnons dans une perspective de recherche-action collaborative sur la ma\u00eetrise de l'information, consid\u00e9rant les organisations comme de nouveaux espaces informationnels et communicationnels pour produire des connaissances valid\u00e9es pour l'action sur la base d'une coop\u00e9ration entre universitaires et acteurs locaux :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dans les Caisses d'allocations familiales (CAF), en particulier dans le d\u00e9partement de Seine-et-Marne, avec l'observation de la plateforme \" caf.fr \" pour construire \" la Caf de demain \".<\/li>\n\n\n\n<li>Dans les Communaut\u00e9s Professionnelles Territoriales de Sant\u00e9 ou CPTS (h\u00f4pitaux, \u00e9tablissements de retraite ou EHPAD, m\u00e9decins, infirmiers, pharmacies, collectivit\u00e9s locales, etc : Conex sant\u00e9 (https:\/\/telemedecine.conexsante.com).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Les donn\u00e9es ont \u00e9t\u00e9 obtenues par des entretiens avec les acteurs de ces organisations et par des s\u00e9quences d'observation participante avec l'appui des outils num\u00e9riques mentionn\u00e9s : caf.fr ou Conex sant\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>R\u00e9sultats<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nous proposons de nouvelles approches des organisations de services du secteur de la protection sociale en tant qu'espaces de coop\u00e9ration et d'innovation. Nous travaillerons notamment \u00e0 d\u00e9velopper de nouvelles utilisations des donn\u00e9es coop\u00e9ratives pour promouvoir un nouveau mode d'\u00e9valuation contributive de ces organisations, dans une perspective de co-innovation impliquant tous les acteurs autour de nouveaux services co-construits. Nous pourrons \u00e9galement tenter d'analyser l'\u00e9volution des comp\u00e9tences informationnelles et communicationnelles des principaux acteurs pour am\u00e9liorer les services existants ou en d\u00e9velopper de nouveaux, dans une id\u00e9e de nouvelles \" organisations apprenantes \". En particulier, nous analyserons comment les organisations \u00e9tudi\u00e9es s'appuient sur le secteur associatif de leur territoire pour former un public plus large aux nouveaux usages du num\u00e9rique.
